Cory Heidelberger and Pat Powers defend Agenda 21 as true conservatives expose the totalitarian agenda

Yes, it should be expected that a liberal school teacher would defend Agenda 21:

The Displaced Plainsman finds Rep. Mike Verchio (R-30/Hill City) flecking John Birch spittle all over the Custer County Chronicle about Agenda 21, the non-binding United Nations document created in 1992 to offer guidelines for countries trying not to die from environmental degradation. Rep. Verchio, like other Birchers and nutcases with too much time on their hands, thinks Agenda 21 is a nefarious United Nations plot to turn us into Soylent Green.

So there is some kind of a conspiracy involving the John Birch society? Now who is wearing the communist's tin foil hat (see below for explanation)?

Cory Heidelberger then wants an example:

But read carefully: in neither the Custer article nor in HCR 1008 do we hear one specific example of South Dakota state or local government implementing one specific policy that (a) can be tied directly to the Rio 1992 UN document or (b) has done harm to a single specific South Dakotan.

Well Pat Powers has a post where former Representative Lora Hubbel did exactly that during a Sioux Falls Council meeting. A commentor asked, "PP: What was she talking about?". Pat Powers responded with :

Agenda 21. (go figure)

Yes, it takes a RINO and a liberal Democratic school teacher to protect Agenda 21 when publicly exposed by true conservatives. And how do they defend Agenda 21? Pat Powers used the, "they are calling us Hitler" response, which is suppose to mean that you automatically lose the debate (Yes, the same political correctness that was invented by Marxists). A comment explains how Pat Powers used deception to make the false allegation:

The woman who interupted Lora was quite rude and irrelevant. Lora was talking about Soros,not Hitler,and made no implication that anyone in SF was acting like Hitler. Apparently she wasn’t listening. And to take this one snippet and post it without context is also irrelevant.

Deception is the  most commonly used tool by liberazls. Heidelberger used the tired "tin foil hat" approach that was first used by Julian Huxley in a 1927 movie. Who was Julian Huxley:

"In the early 1950's, former Communist Joseph Z. Kornfeder expressed the opinion that UNESCO was comparable to a Communist Party agitation and propaganda department. He stated that such a party apparatus  'handles the strategy and method of getting at the public mind, young and old.' Huxley would lard the agency with a motley collection of Communists and fellow travelers.

You can add Mount Rushmore to the list of World Heritage sites. I also explained to Cory's readers how the NEA is involved:

The book is titled: "Education for International Understanding in American schools, suggestions and recommendations".

On Page VI it mentions "experienced teachers enrolled in the 1947 summer session of 23 colleges and universities and two city school systems in the United states and in the Unesco Seminar for Teachers in Sevres, France"

Page XI: "The General Assembly of 1947 unaimously passed a resolution calling upon member states of the United Nations to provide for effective teaching about the United Nations in the schools."

Page XIV: "The facts are on the side of international collaboration. It is the high mission of education to teach these facts. If this is done, youth of today, and succeeding generations, will become increasingly competent to unite the strength of nations to maintain peace."

Page 6: "Collaboration among nations for economic, social, and cultural welfare is being organized and given administrative instructions through the Economic and Social Council and the specialized agencies; the International Bank, the International Monetary Fund, the Food and Agriculture Organization, The World Health Organization, the International Trade Organization, The Internationa Labor Organization, the United Nations Educational, Scientific and Cultural Organization, and others...."

"The United States has assumed full obligations under the Charter and has repeatedly declared officially that it regards full participation in United Nations activities as a fundamental tenet of its foreign policy."

Page 7: "Much remains to be done and it is the "much" that is the crux of the challenge that faces American teachers today."

Page 8: "Since it seems evident that the firm establishment of a world organization and the achievement of a world order will be slow and gradual process, the children in our schools will be called upon to sustain, and strengthen, this movement and to lend their efforts to its advancment."

"It is more important than ever that teachers recognize the importance of education international understanding in our elementary and secondary schools."

Page 10: "This will certainly involve curriculum revision and the recasting of many time-honored educational policies and practices."

"This report summons the teaching profession of the United States to unite in planning and executing an educational program for a peaceful world."

And we have Unesco's role in implementing Agenda 21:

Chapter 36 of Agenda 21, on Education, Awareness and Training states:

Education is critical for achieving environmental and ethical awareness, values and attitudes, skills and behaviour consistent with sustainable development and for effective public participation in decision-making. Both formal and non-formal education are indispensable to . . . sustainable development.

To achieve this vision, Chapter 36 called on governments, international agencies, businesses and civil society groups to:

• ensure that basic education for all is achieved
• make environmental and development education available to people of all ages
• integrate environmental and development concepts into all educational programmes
• involve schoolchildren in studies on environmental health, including safe drinking water, sanitation, food and the various impacts of resource use.

Following the Earth Summit, the Commission on Sustainable Development appointed UNESCO to be its Task Manager for Chapter 36. UNESCO’s roles were to accelerate reforms of education and coordinate the activities of all stakeholders in education through a wide-ranging Work Programme whose objectives included:

• clarifying the concept and key messages of education for sustainable development
• incorporating education into national strategic and action plans for sustainable development
• educating to promote sustainable consumption and production patterns
• identifying and sharing innovative practices.

I could have explained all of this with three words...New World Order. And in South Dakota we now have proof that operatives in both political parties are on board with the agenda to implement the NWO. And anybody who tries expose their agenda to the citizens will be personally attacked. How totalitarian is that?

Prison reform, more teeth from Agenda 21 being set by government at the local level

Yesterday I posted on the Davison County Commissoners learning that Daugaard's prison reform package will force counties to take on more criminals in their jails. But there is more problems at the local level. Last month the Mitchell Daily Republic reported this:

A request for additional office space ignited territorial feelings at the courthouse during Tuesday’s meeting of the Davison County commissioners.

Deputy Chief Court Services Officer Ron Freeman told the commissioners that Gov. Dennis Daugaard’s criminal justice initiative, which was recently signed into law, has authorized the judicial system to implement a drug court in Davison County.

A drug court is a highly supervised, community-based system for drug offenders that uses intensive probation and drug treatment as an alternative to prison time, explained Freeman, and is a last-ditch alternative to prison. The new drug court should be in place by September, Freeman said, and it will handle about 25 individuals in its first year.

That will require more staff and office space, he said.

“We won’t have authority to hire until after July 1, but need to do something now to start planning,” Freeman said.

The new court will require two full-time staff: a court services (probation) officer, and a drug court support specialist who will supervise people assigned to drug court.

“We’re out of space on the third floor,” Freeman said. “We don’t have any other offices.”

Freeman said he would like, for security purposes, to have all probation personnel on the same floor but also understands that may not be possible.

Freeman asked the commissioners to consider letting drug court personnel use the old Court Appointed Special Advocates offices at the west end of the second floor.

Auditor Susan Kiepke warned the commissioners earlier in their meeting that Freeman’s request for more space was imminent, but she also said other departments in the courthouse are being squeezed for space and shouldn’t be ignored.

How many know this is just another plank from Agenda 21:

Chapter 28 of Agenda 21 specifically calls for each  community to formulate its own Local Agenda 21:

"Each local authority should enter into a dialogue with its citizens, local organizations, and private enterprises and adopt 'a local Agenda 21.' Through consultation and consensus-building, local authorities would learn from citizens and from local, civic, community, business and industrial organizations and acquire the information needed for formulating the best strategies."    (Agenda 21, Chapter 28, sec 1,3.)

This tactic may sound reasonable until you realize that the dedicated "Stakeholder Group' that organizes and oversees  local transformation is not elected by the public. And the people  selected to represent the 'citizens' in your community  will not present your interests. The chosen 'partners',  professional staff, and working groups are implementing a new  system of governance without asking your opinion.

They probably don't even want you to know what they are doing  until the regulatory framework is well under way.

House Majority Leader Lust even argued on the House floor that SB70 could not have be written by legislators, but instead "stakeholders" were best authors of such legislation. How many of those special interest stakeholders were elected by the people? And now the citizens of Davison County are learning after the fact what these stakeholders had the people's legislative representatives "rubber stamp".

It should also be noted that the South Dakota Democrats stongly supported Daugaard's prison plan, just as they did the crony capitalist economic development legislation.

Daugaard's prison reform will mean more capacity needed for county jails

How many people in South Dakota understood that they will have more criminals in county jails after Daugaard's prison reforms that were railroaded through this year's legislature are implemented? The Davison County commissioners found out yesterday, and Mitchell area citizens found out today:

Davison County Sheriff Steve Brink told the county commissioners Tuesday at the courthouse in Mitchell that a state plan to reduce prison inmate numbers could have the opposite effect at the county level.

“County jails are going to get real busy,” he predicted, and added that other area sheriffs and jail administrators feel likewise.

Senate Bill 70, which was signed into law Feb. 2 by Gov. Dennis Daugaard, seeks to reduce inmate populations and recidivism by increasing drug treatment and parole options outside of state prisons for nonviolent offenders.

“Putting more people out in parole and probation is a good idea,” Brink said, “but my experience is that people don’t always behave.”

Brink doesn’t believe the jail population will increase immediately. The jail increases, if they do occur, will happen a year or two after the new drug and parole procedures start, he said.

“If they’re on parole and they get into trouble -- instead of going back to prison -- they’re probably going to come to county jail for a while.”

If a jail population increase does happen, Brink said, he doesn’t want it to be a surprise to the commissioners.

One of Daugaard's cronies put the spin on it:

Tony Venhuizen, a spokesman for Gov. Dennis Daugaard, said there is assistance for counties in the new law, including vigorous tracking of inmate numbers and $1 million to help counties that see an increase in felony probationers during the first few years of implementation.

“Parole numbers will go down if the prison population goes down,” Venhuizen said in an email after The Daily Republic sought his reaction to Brink’s comments. “Based on results in other states that have undertaken similar efforts, we expect that jail utilization should stabilize, and may even decline, as earned discharge, improved treatment and sentencing changes for nonviolent crimes take effect. Tracking these numbers should give us a clear picture.”

Also, Venhuizen said, it's worth noting that the state Department of Corrections already reimburses counties for jail costs whenever parolees in DOC custody find themselves in county jail for violating their parole.

How can you expect criminal activity (versus prison population) to go down if you haven't dealt with the root cause? That was my point in Saturday's Mitchell paper:

Yes, our prison population has risen dramatically due to increased drug and alcohol abuse and sexual predators. It was nearly 20 years ago that I began writing in this paper in order to inform the readers on research. Our elementary health curriculum, along with D.A.R.E., was wrong-headed and would cause the increases which have now been recognized. And do I really need to mention public school’s socalled sex education’s role in the numerous sexual crimes and willing victims we have in our society today?

Sadly, none of the prison reforms dealt with those root causes, namely the secular scientific psychological-based ethics replacing traditional moral values.

This so-called bipartisan plan means liberal Democrats agree with liberal RINOs. This is what happens when these liberal experts think they can micro-manage society:

Scientific evaluation studies have consistently shown that DARE is ineffective in reducing the use of alcohol and drugs and is sometimes even counterproductive -- worse than doing nothing. That's the conclusion of the U.S. General Accounting Office,  the U.S. Surgeon General,  the National Academy of Sciences,  and the U.S. Department of Education,  among many others.

So liberals want to reward those who cause the problem with more jobs, namely the shrinks and social workers who already make up a large part of the Department of Social Services costs. How many understand that the prison reform plan is just another plank to building a totalitarian police state?

Daugaard's love affair with this year's legislature provides further proof that there is very little if any separation of powers

The Mitchell Daily Republic published this love letter Daugaard wrote to the legislature this week:

The 88th South Dakota legislative session concluded last week. During our two month legislative process, the demands are great on our legislators. They come to the Capitol early and leave late. They study policy, work with constituents, and gain perspective on the process.

Nearly 500 bills were introduced in the 2013 legislative session. Unlike Congress, our Legislature gives a public hearing and an up-or-down vote on every bill. South Dakota’s system allows for public input and open discussion of the issues our state faces.

South Dakota’s way works. We do not have a full-time legislature with thousands of staffers. South Dakota relies on the neighborly, common sense approach of its citizen legislators.

This session brought great examples of cooperation and productivity from the Legislature, even as Washington, D.C., continued to find division and deadlock. In South Dakota, our work this session has been heralded as “one of the most productive in recent memory.”

We passed monumental reforms to our prison system by bringing together law enforcement, judges, treatment providers, defense attorneys and legislators from both political parties. The reforms will make our state safer while holding offenders more accountable and saving taxpayer dollars. These changes will more effectively change the behavior of non-violent offenders. This could have been a controversial bill, but it won broad bipartisan support.

We authorized an extension of the Mickelson Trail to Mount Rushmore, and founded Good Earth State Park at Blood Run, South Dakota’s first new state park in forty years.

We enacted several bills for our veterans and military personnel, including a bill I proposed to welcome military spouses to South Dakota by expediting their professional licensure processes.

We created the first scholarship program based on students’ financial needs. We passed legislation to make it easier for South Dakotans to become organ donors.

Finally, we passed a bipartisan economic development package that will meet my number one priority of growing our economy and creating jobs in South Dakota.

South Dakota’s citizen legislature is owed a debt of gratitude for its work this year, as in all years. They are ranchers, teachers, small business owners and nurses. For two months out of the year, they leave their homes, their jobs and their families and come to Pierre to debate ideas and share perspectives.

They represent us in the truest sense. The work they do is not always glamorous, but it is important. I thank each and every legislator for their service during this session. They should take pride in a job well done.

Today the Mitchell paper published my response:

Governor Daugaard’s March 13 column was a very deceptive piece of propaganda, as it portrayed this year’s South Dakota Legislature as one that “works with constituents,” “allows public input and open discussion,” and uses a “common sense approach” with “citizen legislators.”

There was a time that I would have believed that hogwash, but experience, observation, and all coupled with research has made me much more discerning. The Legislature works for special interests, committee hearings are simply theater productions of what was agreed to behind the scenes. The prison reforms lacked logic and common sense.

The House majority leader even admitted the legislators are not capable of writing such legislation. Instead it requires “stakeholders,” a buzz word that means executive branch, judicial branch, and other special interests. Instead of the Legislature representing constituents, we have a Legislature that “rubber stamps” what special interests want … namely taxpayers’ money and/or control over the citizens.

Then we have the so-called “bipartisan economic development package” that was put together behind the scenes. The empty “Hoghouse” version passed a Senate committee, the Senate chamber, and then a House committee before the general public was to learn about the content of the legislation. Strangely nearly 20 special interest lobbyists testified in favor of the mystery bill, that they must have known beforehand would line their pockets with taxpayers’ money. And this is supposed to represent open discussion with public (taxpayer) input? Hogwash.

Pat Powers continues his RINO ways, this time he goes anti-gun rights

And that’s entirely reasonable [Brookings Superintendent Roger DeGroot said his own feeling is there’s no room for guns in schools, but asked board members for their input on the issue.], and why the law was written as it was – it gives local school boards the choice.

Here in the bustling burg of Brookings, I’d agree completely. No, it’s probably not needed, and I completely support the school board members if that ends up being their position.

So school board members have the right to deny gun rights? And Pat Powers agrees if they do deny gun rights. Spoken like a true anti-gun RINO.

Pat Powers: propagandist for SB235, legislation taking South Dakota down the road to serfdom in Soviet style

Pat Powers performed the normal trick of distraction used by collectivists whose propaganda is designed to marginalize those who are having any success at exposing their agenda. Typically they portray the evidence of their agenda, such as I did yesterday in regard to the SB235, as only a conspiracy theory dreamed up by the mentally ill's paranoia. In 1949, John T. Flynn published a book titled, The Road Ahead, America's Creeping Revolution which exposed the Fabian Socialist movement. On page 106 he said:

Modern revolution has its propaganda techniques. The American looks upon himself as a master of advertising and of public relations. But he knows nothing of modern revolutionary propaganda. Its method is an assault upon the minds of the people. Its aims is to plant in the mind a fixed idea, a settled conviction. Once that is done, that idea will condition and shape allthe decisions of the man into whose mind it is inserted. For instance, the Communist and Socialist Planners in this country have sold to an enormous number of people one simple idea--that the State owes every man a living, a job if possible, security in the absence of a job. With a man who has accepted that idea, it is useless to argue about taxes, prices, the Constitution, human rights, freedom of speech.

Now I add Lassiez Faire competition free market enterprise systems to that list of traditional principles that have been replaced by the government's false sense of security. The fundamental principle of free markets is found in the preamble of the South Dakota Republican platform:

The South Dakota Republican Party recognizes the free enterprise system and the work ethic of our people as the foundation of our economic success and security.

Not the Republican governor or his RINO cronies in the legislature, who rubs the backs of those who rub theirs, believe in a free market enterprise system. And in regard to SB235, that also includes the Democrats. The common mindset is a collectivist one in which the State is the  god who is to provide everything, including jobs...all in the name of economic development. And with SB235 that includes special funding for illegal immigrants, who don't speak English, governemnt subsidized housing, and forced taxes at the local level to help fund the roads needed by the monopolistic corporatists to transport their materials and goods.

Flynn's "road ahead" was described by FA Hayek as the Road to Serdom, which also was published in the 1940s. This book review explains his point:

Having grown up and lived in Austria during World War I and later moving to Great Britain, Hayek was particularly frustrated when he saw Britain and the United States making the same mistakes of the Nazi Germany and the Soviet Union. Hayek argues that collectivism eventually leads to tyranny. Central economic planning gives too much power to the government, which essentially puts that power in the hands of a small group rather than in each individual.

And that small group economic central planners is the governor's Board of Economic Development (so-called). It is clear that SB235 is about central planning of the economy and is a violation of free markets and thereby this South Dakota Republican plank:

1.2 The South Dakota Republican Party supports free, fair and competitive markets, both domestic and foreign, for all agriculture products. We support allowing agricultural producers to use any and all business opportunities available. We believe free, fair and competitive markets are best for both the producer and the consumer.

So then anybody with half a brain should understand that SB235 is bad for both the producer and the consumer, unless you are a producer with insider status to that "small group" of "central planners". Since they control the jobs, anybody who is too out spoken against their agenda may find themselves without a job or for small businesses who can't compete with thismonopistic syste, they may suffer loss in business. And those smallplayers who survive will be forced to agree to low prices when they supply big business with goods and services. This is not economic development, these is economic undevelopment as evidenced by over $16 trillion in federal debt that has been used to support this inefficent system over the last several decades. 

Hayek was right, collectivism leads to tyranny...Soviet style. All we need to do is understand history, not the propaganda that is found in our school's history textbooks. The Republicans crony capitalism and the Democrats Marxist indoctrination they call public education does work hand in hand. They call it workforce development, which is actually a system to train the serfs so the corporatists can take advantage. SB235 is proof.

SB235, Democrats join with SDGOP in Building South Dakota's New World Order with new found money from Big Banks

[UPDATE: So Pat Powers has taken notice of this post, and does not want to talk about Janklow's legacy, how about Citibank: Lords of Corruption:

Citibank did not invent corruption. It was brought to America from Europe; the Revolution and new Federal government changed little. Banks were considered by many to be corrupt in and of themselves, like usury, and there were no banks in the Colonies at the time of the Revolution. Citibank was born in 1812 to serve the interests of a few New York City merchants who bribed the New York State legislature to get a charter.

Here is another serious question for Pat Powers' readers:

In 1998, the brother of former Mexican President Carlos Salinas, Raul Salinas was caught transferring hundreds of millions of dollars out of Mexico to Citibank in New York. Citibank was then sending the money to banks in Switzerland.

The Salinas family is believed by both U.S. and Mexican law enforcement to have received nearly a billion dollars from Mexican and Colombian drug cartels. Raul Salinas was released from prison in 2005, after serving ten years for the murder of his brother-in-law.

Upon consideration of the fact that many U.S. banks have engaged in laundering drug profits for the powerful and violent cartels, the $700 billion bank bailout engineered by Bush administration Treasury Secretary Hank Paulson, seems even more questionable.

The fact that none of that bailout money actually went to help homeowners facing foreclosure, combined with the Treasury´s refusal to specifically tell Congress where large amounts of it went...makes you wonder if the relationship between the banks and the drug cartels goes far beyond what we are being told by the Justice Department.

Instead Pat Power has his readers into a misogynistic discussion based on the premise the Democrat political leaders and Republicans leaders have to be both males. And there woudl be a lot less conspiracy theories if Pat Powers had a few less secret espionage spies.]

First, I need to remind Cory Heidelberger about what he posted in regard to South Dakota's Bank Franchise fees:

The state banking association sees more harm than good in trying to do away with the bank franchise tax. But I suggest the real reason the bank franchise tax does not drive banks away from South Dakota because we have structured it as a Romney-Ryan regressive reverie. Check out the tax table on page 5 of the state bank franchise tax form...

Our regressive bank franchise tax thus means the smaller community banks pay a higher percentage of their income to the state, while the jumbo banks that move here to take advantage of our lax usury laws pay a lower percentage.

Bob Mercer has a report that explains how the impact of the regressive income tax on banks is going to fund the Building South Dakota's New World Order fund:

In the next few years, South Dakota’s state treasury is expected to start receiving a large annual windfall of cash that belongs to people who don’t live here.

If experience holds true, much of this money, known as unclaimed property, probably won’t ever be claimed. Knowing the odds, the Legislature and the governor reached final agreement in the past week to take a gamble and start spending a large chunk of it.

That begins less than two years from now. A stream of the money will be automatically channeled into the new Building South Dakota fund. It will pay for incentives for economic and community development.

The timetable calls for 25 percent, or about $7 million, of the unclaimed property money to be transferred into the fund during the 2015 budget year.

That will be followed by 50 percent, or about $15 million, in the 2016 budget year. The 50 percent share will continue annually after that.

“It doesn’t cost us anything. It doesn’t cost the banks anything. It’s one of those things that comes along with us being a welcoming state for banking,” said Republican Sen. Bruce Rampelberg, a retired banker from Rapid City.

Just a decade ago, South Dakota netted little from unclaimed property. Depending on the year, it might be $1 million or less.

That is changing fast. Unclaimed property revenue collected by the state treasury rose past $10 million in each of 2011 and 2012. For 2014, it is forecast to be about $30 million and remain at that level going forward.

This surge was fueled when several major banking corporations, such as Citi and Wells Fargo, consolidated their charters in South Dakota for tax reasons. That means money left behind in accounts throughout the nation will become unclaimed property here.

So in order to entice the Democrats away from referring this to the vote of the people again, they were bought off with a portion of this new found money by adding more funds to education, including education funding for illegal immigrants.

Now for what Cory and the rest of liberals (including RINOs) don't want the people to know. Research shows the Banking Cartel are in favor of a one-world government:

The Four Horsemen of Banking (Bank of America, JP Morgan Chase, Citigroup and Wells Fargo) own the Four Horsemen of Oil (Exxon Mobil, Royal Dutch/Shell, BP Amoco and Chevron Texaco); in tandem with Deutsche Bank, BNP, Barclays and other European old money behemoths. In 1903 Banker’s Trust was set up by the Eight families. Benjamin Strong of Banker’s Trust was the first Governor of the New York Federal Reserve Bank. The 1913 creation of the Fed fused the power of the Eight Families to the military and diplomatic might of the US government. If their overseas loans went unpaid, the oligarchs could now deploy US Marines to collect the debts. Morgan, Chase and Citibank formed an international lending syndicate.

BIS is the most powerful bank in the world, a global central bank for the Eight Families who control the private central banks of almost all Western and developing nations. The first President of BIS was Rockefeller banker Gates McGarrah- an official at Chase Manhattan and the Federal Reserve. McGarrah was the grandfather of former CIA director Richard Helms. Historian Carroll Quigley wrote in his epic book Tragedy and Hope that BIS was part of a plan, “to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole…to be controlled in a feudalistic fashion by the central banks of the world acting in concert by secret agreements.”

It is no coincidence that BIS is headquartered in Switzerland, favorite hiding place for the wealth of the global aristocracy and headquarters for the P-2 Italian Freemason’s Alpina Lodge and Nazi International. Other institutions which the Eight Families control include the World Economic Forum, the International Monetary Conference and the World Trade Organization.

Bretton Woods was a boon to the Eight Families. The IMF and World Bank were central to this “new world order”.

And why most people have no clue about this:

The control that these banking families exert over the global economy cannot be overstated and is quite intentionally shrouded in secrecy. Their corporate media arm is quick to discredit any information exposing this private central banking cartel as “conspiracy theory”. Yet the facts remain.

Most of Citibank's biggest historic losses came as a result of war and revolution. It favors one world government because it would be insured against such losses. It would be able to penetrate every market in the world and suck the economic blood out of every citizen. This is also critically important to Citi's allies, international corporations and other super-banks.

And now with SB235, the international banking cartel will sink its teeth even deeper into the good people of South Dakota. And this legislation was done in secrecy, until the last minute. Now the South Dakota Democrats are rubbing the backs of the SDGOP Establishment as the New World Order continues its grip on this supposedly conservative red state. Time to face it, both parties want the New World Order...they are just fighting over which faction will have the most control. And they don't want the common folks to know anything about their real agenda.

RINO apologist Pat Powers said this about Lora Hubbel:

Here, we have yet another ill-informed, and well, just plain nutty attack on Governor Daugaard from former Legislator Lora Hubbel with regards to the proposed amendments to SB 235.  The problem is, as far as I know the plan was brought by the legislature, not the Governor.

Somebody should send this to Pat Powers, along with a heaping plate of crow:

Brown said the package is the product of two months of work by many legislators, business people and the governor’s office.

This is in regard to SB235, the bill that passed the Senate State Affairs and full Seante chamber with the content:

FOR AN ACT ENTITLED, An Act to enhance economic development opportunities for the state.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA:
    Section 1. The Legislature shall enhance economic development opportunities for the state.

Nine House legislators protest Gosch's ruling on SB 235 as the Daugaard administration works behind the scenes and is now officially on board

DISSENT AND PROTEST IN HOUSE PASSAGE OF SENATE BILL 235
Pursuant to Joint Rule 1-10, we, the undersigned Representatives, do hereby respectfully dissent from, and protest against, the ruling of the Speaker of the House, Representative Gosch, in response to Representative Nelson’s request for a division of the question on SB 235 pursuant to Joint Rule 5-9. Article III, Section 21 of the South Dakota Constitution states: “No law shall embrace more than one subject, which shall be expressed in its title.” Joint Rule 5-9 requires the presiding officer to divide the question “… if it contains questions so distinct that, one being taken away, the rest may stand as a separate proposition.” Speaker Gosch ruled that SB 235 does not embrace more than one subject even though the bill contains such disparate elements as teaching English as a second language and reinvestment payments to stimulate economic development and investment. In addition, Speaker Gosch ruled that Representative Nelson’s motion for division of the question was a debatable motion in violation of Section 316 (5) of Mason’s Manual of Legislative Procedure, which specifies that such a motion is not subject to debate. We therefore believe that the passage of Senate Bill 235 is in contravention of the Constitution, is null and void, promotes a practice that undermines the very foundation of our State Constitution, and thus weakens the rule of law. We thus dissent from, and protest against, this erroneous ruling, and we respectfully request that this dissent and protest be printed in the House Journal as required by Joint Rule 1-10.

UPDATE: Political Smokeout is reporting the Daugaard administration is on board (looks like Pat Powers needs to eat crow):

In a proposed amendment to the “Building South Dakota” economic development package, funding for the program would be dependent on the state also giving normal yearly increases to K-12 education, Medicaid providers and state employees.

If those programs were funded regularly, then millions of dollars every year would be deposited in the Building South Dakota fund to pay for career education, affordable housing and infrastructure projects around the state.

If the state didn’t pay those increases, or cut those programs, then the money set aside from the state’s contractor’s excise tax and Unclaimed Property fund would instead go to the state’s general fund.

This “trigger” helped bring Gov. Dennis Daugaard on board with the economic development plan, assembled by a group of bipartisan legislators.

“The main issue or concern from the governor’s office was protecting the general fund, to be able to ensure that we can adequately provide for education, Medicaid, state salary policy, and those things,” said Pat Costello, Daugaard’s economic development director, who endorsed the Building South Dakota program Wednesday. “When we got comfortable with that, the governor could support the bill.”
